Foundation Engineer Letter in Houston: What It Includes and What It Costs

PRIMECOST Engineering Team 2026

What Is a Foundation Engineer Letter?

A foundation engineer letter is a short written report, signed and sealed by a licensed Professional Engineer (PE), that states the condition of a building's foundation and what, if anything, should be done about it. In Houston, where homes sit on shifting clay soils, these letters are one of the most requested engineering documents for homeowners, buyers, sellers, and foundation repair companies.

The letter matters because it is independent. A repair contractor has a reason to sell repairs. A licensed engineer is bound by the Texas engineering rules to give a professional opinion based on what was observed and measured. Lenders, insurers, buyers, and city inspectors trust a sealed engineer letter far more than a contractor's estimate.

Why Houston Foundations Move

Much of the Houston area is built on expansive clay. These soils swell when they get wet and shrink when they dry out. A long dry summer followed by heavy rain can move a slab enough to crack drywall, jam doors, and open gaps around windows. Other common causes include:

  • Poor drainage that lets water pond against the slab
  • Large trees drawing moisture out of the soil near the house
  • Plumbing leaks under the slab
  • Original construction issues, such as inadequate beams or poor soil preparation

Some movement is normal for a slab-on-grade home in this region. The engineer's job is to tell the difference between normal movement and movement that needs repair.

When You Need a Foundation Engineer Letter

  • Before buying or selling a home. A buyer's inspection report flags "possible foundation movement." An engineer evaluation tells you whether it is a real problem and gives you something concrete to negotiate with.
  • Before you hire a repair company. An independent evaluation confirms whether repair is needed at all and, if it is, where piers should go. This protects you from paying for more work than the house needs.
  • After the repair is finished. A post-repair or completion letter documents that the work was done and the foundation was brought back within acceptable limits. Buyers and lenders often ask for it, and it helps when a repair warranty is transferred.
  • For permits and insurance. Some jurisdictions and insurance claims require a sealed engineer's report or repair plan. Check with your city or insurer early.

What the Engineer Does During the Visit

A typical residential foundation evaluation takes one to two hours on site. The engineer will usually:

  1. Walk the interior and note cracks in walls, ceilings, and floors, sticking doors and windows, and separations at trim and cabinets.
  2. Walk the exterior and look at brick and mortar cracks, slab corners, grading, gutters, downspouts, and trees near the foundation.
  3. Take a floor elevation survey with a digital level at points across the slab. The high and low points show how the foundation has moved and where.
  4. Ask about history, such as prior repairs, plumbing leaks, and when the signs first appeared.

What the Letter Should Include

A useful foundation engineer letter is specific. At a minimum, look for:

  • The property address, date of the visit, and who attended
  • A description of the foundation type (for example, conventional slab, post-tensioned slab, or pier and beam)
  • Observations inside and outside the home, ideally with photos
  • The floor elevation survey results and a plan showing measured points
  • The engineer's opinion: is the foundation performing acceptably, or does it need repair?
  • If repair is needed, a scope: where piers or other repairs should go, plus drainage or maintenance recommendations
  • The engineer's signature and PE seal, with the firm's Texas registration

A letter that only says "foundation is fine" or "needs repair" without measurements or reasoning is not worth much to a buyer, a lender, or a court.

How Much Does a Foundation Engineer Letter Cost in Houston?

For a standard single-family home, an engineer evaluation with a sealed letter is usually a few hundred dollars. The price goes up when the job needs more work, for example:

  • A larger home or a two-story house with more points to survey
  • A full repair plan with pier layout drawings instead of an opinion letter
  • Soil testing or a geotechnical report
  • Plumbing leak testing coordinated with a plumber
  • Post-repair inspections and completion letters
  • Rush turnaround for a closing date

Compared with the cost of a repair job, which can run into the thousands, an independent evaluation is a small price to know what you are actually paying for.

Independent Engineer vs. Repair Company "Engineer"

Many repair companies offer a free inspection, and some include an engineer's letter in their package. That can be fine, but understand the relationship. An engineer hired by you, who does not sell or install repairs, has no stake in how many piers go in. For a home purchase, a large repair quote, or an insurance claim, an independent engineer is the safer choice.

You can verify any engineer's license on the Texas Board of Professional Engineers and Land Surveyors website before you hire them.

Questions to Ask Before You Book

  • Are you a licensed PE in Texas, and will the letter be sealed?
  • Will you take a floor elevation survey?
  • Do you sell or install foundation repairs?
  • How soon will I get the written letter?
  • If repair is needed, will you provide a repair plan and a post-repair letter?

Frequently Asked Questions

What is a foundation engineer letter?

It is a written report signed and sealed by a licensed Professional Engineer that states the condition of a foundation, the engineer's opinion on whether repair is needed, and any recommended repair scope.

How much does a foundation engineer letter cost in Houston?

For a standard single-family home it is usually a few hundred dollars. Larger homes, repair plans with pier layouts, soil testing, and rush turnaround cost more.

Do I need an engineer letter after foundation repair?

It is strongly recommended. A post-repair letter documents that the work was completed and the foundation is performing acceptably, which buyers, lenders, and warranty transfers often require.

Should I use the repair company's engineer?

For a home purchase, a large repair quote, or an insurance claim, an independent engineer who does not sell repairs is the safer choice because they have no stake in the size of the repair.

How long does a foundation evaluation take?

The site visit for a typical home takes one to two hours, including a floor elevation survey. The written, sealed letter usually follows within a few business days.
